Whereas, stressed, overcrowded animals succumb to illness - some of which are transmissible to man - necessitating the widespread use of antibiotics in food production; and
Whereas, the threat posed to all of us by the rapid growth of factory farms and indiscriminate use of drugs leads to the development of resistant pathogens which place humans at greater risk; and
Whereas, agribusiness commonly subjects cattle, pigs, chickens, and other farm animals to overcrowding, intensive confinement, and other conditions which cause pain and suffering;

WHEREAS, the City of Walnut joins with other communities around the nation in the Farm Sanctuary Sentient Beings Campaign to recognize animals as sentient beings deserving and entitled to be treated with dignity and respect and protection from inhumane treatment.

WHEREAS: the humane treatment of animals is a concern to the residents of Cocoa Beach and the State of Florida; and
WHEREAS: farm animals, like all animals, are sentient beings - capable of awareness, feeling and suffering; and
WHEREAS: farm animals deserve to be treated with respect and protected from inhumane treatment; and
WHEREAS: human beings have an ethical obligation to refrain from causing pain and suffering to other sentient beings; and

WHEREAS: The Farm Sanctuary's Sentient Beings Campaign is committed to promoting enhanced public health and well-being, while bringing to the forefront animal agribusiness concerns, and
WHEREAS: Traditional farms are being replaced by industrialized operations which crowd thousands of animals in warehouses, while the animals are being exploited by agribusinesses; and
WHEREAS: Stressed, overcrowded animals succomb to illness--some of which are transmissible to humans, thus the need for antibiotics in food products becomes necessary and in ongoing practice; and
WHEREAS: Factory farming threatens our health by devaluing animals' lives, as they are subjected to being treated cruelly as their commodities and feelings are exploited,
NOW, THEREFORE, Be it resolved, that I, Alex Penelas, Mayor of Miami-Dade County, Florida, on behalf of the board of county commissioners and this community, do hereby proclaim Tuesday, September 9, 2003 as Sentient Beings Day
